評價工作的通(tong)知》答(da)記者問
日前(qian),人(ren)力(li)資(zi)源社會保障部(bu)制定(ding)出臺《關(guan)于(yu)支持(chi)企業大(da)力(li)開展技能人(ren)才評(ping)價工作的(de)通知》(以下簡稱《通知》)。記者就有(you)關(guan)問題采訪了人(ren)社部(bu)有(you)關(guan)負責同志。
問:《通知》出臺(tai)的背景和意義是什么?
答:2019年9月,習(xi)近(jin)平總書記對技(ji)能(neng)人(ren)(ren)(ren)才工作作出重要(yao)(yao)指示,強調要(yao)(yao)健全技(ji)能(neng)人(ren)(ren)(ren)才培養、使用、評(ping)(ping)(ping)價、激(ji)勵(li)制(zhi)度。技(ji)能(neng)人(ren)(ren)(ren)才評(ping)(ping)(ping)價是技(ji)能(neng)人(ren)(ren)(ren)才工作的重要(yao)(yao)組成部分,我國先后通過推行工人(ren)(ren)(ren)技(ji)術(shu)等級考(kao)(kao)核、職業(ye)資格(ge)等制(zhi)度對勞動(dong)者實施職業(ye)技(ji)能(neng)考(kao)(kao)核評(ping)(ping)(ping)價。
2019年12月(yue),國(guo)務(wu)院常務(wu)會議(yi)決定(ding),分(fen)步取消水(shui)平(ping)評(ping)價(jia)類技(ji)能人員職(zhi)業(ye)資(zi)格(ge),推(tui)行社(she)會化職(zhi)業(ye)技(ji)能等級認定(ding)。按照黨中(zhong)央、國(guo)務(wu)院“放(fang)管服(fu)”改革要求,加快政府職(zhi)能轉變,充分(fen)發(fa)揮市(shi)場(chang)(chang)在資(zi)源(yuan)(yuan)配置中(zhong)的決定(ding)性作用,激發(fa)市(shi)場(chang)(chang)主體活力(li),人力(li)資(zi)源(yuan)(yuan)社(she)會保障部于今年7月(yue)明確(que)提(ti)出(chu)水(shui)平(ping)評(ping)價(jia)類技(ji)能人員職(zhi)業(ye)資(zi)格(ge)退出(chu)國(guo)家(jia)職(zhi)業(ye)資(zi)格(ge)目(mu)錄時間表,并就退出(chu)目(mu)錄后續(xu)有(you)關工作作出(chu)安排。
針對水(shui)平評(ping)價(jia)類(lei)技(ji)(ji)能(neng)(neng)人(ren)(ren)員職業(ye)(ye)(ye)資(zi)(zi)格退出國家職業(ye)(ye)(ye)資(zi)(zi)格目錄后(hou)技(ji)(ji)能(neng)(neng)人(ren)(ren)才(cai)評(ping)價(jia)載體(ti)缺(que)失等(deng)問(wen)題(ti),我部(bu)于2018年底(di)啟(qi)動企業(ye)(ye)(ye)職業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級認(ren)定工(gong)作試(shi)點,2019年繼續擴大(da)試(shi)點范圍,并(bing)逐步在全國推開。試(shi)點工(gong)作取得明(ming)顯成效(xiao),得到了(le)用人(ren)(ren)企業(ye)(ye)(ye)和廣(guang)大(da)技(ji)(ji)能(neng)(neng)勞動者的(de)(de)普遍認(ren)同。因此,加快推動建(jian)立以(yi)(yi)市場(chang)為導向、以(yi)(yi)企業(ye)(ye)(ye)等(deng)用人(ren)(ren)單位為主(zhu)體(ti)、以(yi)(yi)職業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級認(ren)定為主(zhu)要方式的(de)(de)技(ji)(ji)能(neng)(neng)人(ren)(ren)才(cai)評(ping)價(jia)制度(du),解(jie)決職業(ye)(ye)(ye)資(zi)(zi)格制度(du)改革(ge)后(hou)技(ji)(ji)能(neng)(neng)人(ren)(ren)才(cai)評(ping)價(jia)載體(ti)缺(que)失、評(ping)價(jia)工(gong)作急需跟進等(deng)問(wen)題(ti),已具有(you)較好(hao)的(de)(de)實踐(jian)基礎(chu)。
開展企(qi)(qi)業技能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)評(ping)價(jia),其主要意義包括:一是有(you)利(li)于技能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)培養。評(ping)價(jia)對加(jia)強(qiang)技能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)隊伍建設具有(you)導向作用,通(tong)過評(ping)價(jia),可以引導加(jia)強(qiang)企(qi)(qi)業職工職業技能(neng)(neng)培訓(xun),發展技工教(jiao)育,促進高質量就(jiu)業,推(tui)動(dong)(dong)(dong)產業轉型升級。二是有(you)利(li)于建立技能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)成(cheng)長體系。通(tong)過評(ping)價(jia),暢通(tong)技能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)成(cheng)長通(tong)道(dao),加(jia)強(qiang)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)激勵(li),提(ti)高人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)待遇(yu)和地(di)位,形成(cheng)人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)渴望成(cheng)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)努力成(cheng)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)皆(jie)可成(cheng)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)盡展其才(cai)(cai)(cai)(cai)(cai)(cai)(cai)的良(liang)好局面。三(san)是有(you)利(li)于推(tui)動(dong)(dong)(dong)技能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)評(ping)價(jia)改(gai)(gai)(gai)革(ge)。人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)評(ping)價(jia)改(gai)(gai)(gai)革(ge)的重點是,促進評(ping)價(jia)與使用結合,推(tui)動(dong)(dong)(dong)企(qi)(qi)校合作、產教(jiao)融(rong)合。同(tong)時,受新冠肺(fei)炎疫(yi)情等影響(xiang),大規模的公(gong)共活(huo)動(dong)(dong)(dong)受到(dao)一定程度的限制,鼓勵(li)企(qi)(qi)業自主開展技能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)評(ping)價(jia)活(huo)動(dong)(dong)(dong),改(gai)(gai)(gai)變技能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)(cai)的評(ping)價(jia)模式,也勢在必行。
問:《通(tong)知》有(you)哪(na)些(xie)政(zheng)策突破或政(zheng)策亮(liang)點?
答:《通(tong)知(zhi)》最大的亮點就是“自(zi)(zi)主(zhu)(zhu)”。《通(tong)知(zhi)》比較(jiao)系統地明確(que)了企業(ye)在開(kai)(kai)展技(ji)(ji)能(neng)(neng)人才評(ping)價(jia)(jia)工作中的自(zi)(zi)主(zhu)(zhu)權,包括(kuo)自(zi)(zi)主(zhu)(zhu)確(que)定評(ping)價(jia)(jia)范圍、自(zi)(zi)主(zhu)(zhu)設置(zhi)職(zhi)(zhi)業(ye)技(ji)(ji)能(neng)(neng)等級、依托企業(ye)開(kai)(kai)發(fa)評(ping)價(jia)(jia)標準規范、自(zi)(zi)主(zhu)(zhu)運用評(ping)價(jia)(jia)方法(fa)、開(kai)(kai)展職(zhi)(zhi)業(ye)技(ji)(ji)能(neng)(neng)競賽評(ping)價(jia)(jia)、貫通(tong)企業(ye)技(ji)(ji)能(neng)(neng)人才職(zhi)(zhi)業(ye)發(fa)展等。
一是(shi)企業自主確定(ding)評(ping)價(jia)職業(工種)范圍。企(qi)業(ye)(ye)(ye)可結合生(sheng)產經營主業(ye)(ye)(ye),依據國(guo)家(jia)職(zhi)業(ye)(ye)(ye)分(fen)類大(da)典(dian)和(he)新(xin)發布的職(zhi)業(ye)(ye)(ye)(工(gong)(gong)種(zhong)),自(zi)主確(que)定評(ping)(ping)(ping)價(jia)職(zhi)業(ye)(ye)(ye)(工(gong)(gong)種(zhong))范圍(wei)。對職(zhi)業(ye)(ye)(ye)分(fen)類大(da)典(dian)未(wei)列入但(dan)企(qi)業(ye)(ye)(ye)生(sheng)產經營中(zhong)(zhong)實際(ji)存(cun)在的技(ji)能(neng)崗(gang)(gang)位,可按照(zhao)相鄰相近(jin)原則對應(ying)到職(zhi)業(ye)(ye)(ye)分(fen)類大(da)典(dian)內(nei)職(zhi)業(ye)(ye)(ye)(工(gong)(gong)種(zhong))實施(shi)評(ping)(ping)(ping)價(jia)。支(zhi)持企(qi)業(ye)(ye)(ye)參(can)與新(xin)職(zhi)業(ye)(ye)(ye)開發工(gong)(gong)作,推動較為成熟的技(ji)能(neng)崗(gang)(gang)位納入國(guo)家(jia)職(zhi)業(ye)(ye)(ye)分(fen)類體系(xi)。如石化企(qi)業(ye)(ye)(ye)將未(wei)列入職(zhi)業(ye)(ye)(ye)分(fen)類大(da)典(dian)的“鉆(zhan)井地質工(gong)(gong)”,按大(da)典(dian)中(zhong)(zhong)的“鉆(zhan)井工(gong)(gong)”職(zhi)業(ye)(ye)(ye),結合實際(ji)崗(gang)(gang)位要(yao)求,對職(zhi)工(gong)(gong)開展技(ji)能(neng)評(ping)(ping)(ping)價(jia)。有些企(qi)業(ye)(ye)(ye)參(can)與了(le)新(xin)職(zhi)業(ye)(ye)(ye)征集工(gong)(gong)作,將“裝配(pei)式建筑施(shi)工(gong)(gong)員(yuan)”申報確(que)認(ren)為新(xin)職(zhi)業(ye)(ye)(ye),為新(xin)技(ji)能(neng)崗(gang)(gang)位職(zhi)工(gong)(gong)提供了(le)評(ping)(ping)(ping)價(jia)基礎(chu)。
二是自主設置職業技能等級(ji)。企(qi)業可以國(guo)家職業技(ji)(ji)(ji)(ji)能(neng)(neng)標(biao)準設(she)(she)置的五級(ji)(ji)(ji)(ji)(ji)(初級(ji)(ji)(ji)(ji)(ji)工)、四級(ji)(ji)(ji)(ji)(ji)(中(zhong)級(ji)(ji)(ji)(ji)(ji)工)、三級(ji)(ji)(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)(ji)(ji)工)、二(er)級(ji)(ji)(ji)(ji)(ji)(技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi))和一(yi)級(ji)(ji)(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi))為(wei)基(ji)礎,自(zi)主設(she)(she)置職業技(ji)(ji)(ji)(ji)能(neng)(neng)崗(gang)位(wei)等(deng)級(ji)(ji)(ji)(ji)(ji),形成具有(you)自(zi)身特色的評價(jia)等(deng)級(ji)(ji)(ji)(ji)(ji)結構,建立技(ji)(ji)(ji)(ji)能(neng)(neng)人才(cai)成長(chang)通道。企(qi)業可設(she)(she)置學徒工、特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)、首(shou)席技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)等(deng)崗(gang)位(wei)等(deng)級(ji)(ji)(ji)(ji)(ji),并(bing)明確其(qi)與(yu)國(guo)家職業技(ji)(ji)(ji)(ji)能(neng)(neng)標(biao)準相(xiang)(xiang)應(ying)技(ji)(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji)(ji)(ji)之間的對(dui)應(ying)關(guan)系。比如,有(you)的企(qi)業在(zai)(zai)高(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)之上(shang)設(she)(she)置了特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)、首(shou)席技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)等(deng)崗(gang)位(wei),與(yu)國(guo)家職業技(ji)(ji)(ji)(ji)能(neng)(neng)標(biao)準中(zhong)的高(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)相(xiang)(xiang)對(dui)應(ying),享受政(zheng)府(fu)人才(cai)政(zheng)策。企(qi)業還可在(zai)(zai)技(ji)(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji)(ji)(ji)內(nei)細分層級(ji)(ji)(ji)(ji)(ji),以“技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)”為(wei)例,有(you)的企(qi)業將其(qi)分為(wei)一(yi)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)、二(er)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)等(deng)。
三是自主開發(fa)評價標準規(gui)范。適應(ying)產(chan)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)和技(ji)(ji)(ji)(ji)(ji)術(shu)變革需求(qiu)(qiu),發(fa)(fa)揮企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)術(shu)優(you)勢開(kai)發(fa)(fa)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準(zhun)或評(ping)(ping)價規(gui)范(fan),建立科(ke)學合(he)理、符(fu)合(he)生產(chan)實際(ji)的(de)(de)評(ping)(ping)價標準(zhun)體系。企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)可(ke)根據相應(ying)的(de)(de)國(guo)(guo)(guo)家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準(zhun),結合(he)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工(gong)種(zhong)(崗位)特殊(shu)要(yao)求(qiu)(qiu),對(dui)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)功能(neng)(neng)(neng)、工(gong)作內(nei)容(rong)、技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)要(yao)求(qiu)(qiu)和申(shen)報條件等(deng)(deng)進(jin)行適當調整,原則(ze)上(shang)不低于國(guo)(guo)(guo)家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準(zhun)要(yao)求(qiu)(qiu)。無相應(ying)國(guo)(guo)(guo)家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準(zhun)的(de)(de),企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)可(ke)參照《國(guo)(guo)(guo)家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準(zhun)編制技(ji)(ji)(ji)(ji)(ji)術(shu)規(gui)程》,自(zi)主開(kai)發(fa)(fa)制定企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)評(ping)(ping)價規(gui)范(fan)。支持較為成熟和影響較大的(de)(de)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)評(ping)(ping)價規(gui)范(fan),按程序申(shen)報國(guo)(guo)(guo)家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準(zhun)。如有的(de)(de)平(ping)臺企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)參照《國(guo)(guo)(guo)家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準(zhun)編制技(ji)(ji)(ji)(ji)(ji)術(shu)規(gui)程(2018年版)》開(kai)發(fa)(fa)了“網(wang)約配送員”“互聯網(wang)營銷師”等(deng)(deng)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)評(ping)(ping)價規(gui)范(fan),據此對(dui)職(zhi)(zhi)(zhi)(zhi)工(gong)開(kai)展(zhan)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)評(ping)(ping)價。
四是自主運用(yong)評價方法。建立以職業(ye)(ye)(ye)(ye)能(neng)(neng)(neng)力為導向、以工(gong)作(zuo)業(ye)(ye)(ye)(ye)績(ji)為重(zhong)點、注重(zhong)工(gong)匠(jiang)精神和(he)(he)(he)職業(ye)(ye)(ye)(ye)道德(de)養成(cheng)的技(ji)(ji)能(neng)(neng)(neng)人才(cai)評(ping)價(jia)體系(xi)。堅持(chi)把(ba)品德(de)作(zuo)為評(ping)價(jia)的首(shou)要內容,重(zhong)點考察勞(lao)動者執行操(cao)(cao)作(zuo)規程、進(jin)行安全(quan)生(sheng)產(chan)(chan)、解決(jue)生(sheng)產(chan)(chan)問題和(he)(he)(he)完成(cheng)工(gong)作(zuo)任務的能(neng)(neng)(neng)力,并注重(zhong)考核崗位(wei)工(gong)作(zuo)績(ji)效,強化生(sheng)產(chan)(chan)服務結果、創新成(cheng)果和(he)(he)(he)實(shi)際貢獻。要把(ba)技(ji)(ji)能(neng)(neng)(neng)人才(cai)評(ping)價(jia)工(gong)作(zuo)融入日(ri)常生(sheng)產(chan)(chan)經(jing)營活(huo)動過程中,靈活(huo)運用過程化考核、模塊化考核和(he)(he)(he)業(ye)(ye)(ye)(ye)績(ji)評(ping)審、直(zhi)接認(ren)定等多種(zhong)方式。探索利用現代(dai)信息技(ji)(ji)術,創新技(ji)(ji)能(neng)(neng)(neng)評(ping)價(jia)方式。目前,各地(di)在實(shi)施(shi)企(qi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)人才(cai)自主評(ping)價(jia)時,除(chu)傳統的理論知識(shi)+技(ji)(ji)能(neng)(neng)(neng)操(cao)(cao)作(zuo)考核方式外,鼓(gu)勵支(zhi)持(chi)企(qi)業(ye)(ye)(ye)(ye)以業(ye)(ye)(ye)(ye)績(ji)評(ping)定、現場(chang)作(zuo)業(ye)(ye)(ye)(ye)評(ping)定等方式進(jin)行技(ji)(ji)能(neng)(neng)(neng)水平認(ren)定。
五是(shi)開展職業技能(neng)競(jing)賽(sai)評價(jia)。發揮以(yi)賽(sai)(sai)促訓、以(yi)賽(sai)(sai)促評作用(yong),將職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)競(jing)賽(sai)(sai)作為(wei)技(ji)(ji)能(neng)人才評價的(de)(de)重(zhong)要方式之一,促進評價工(gong)作公(gong)開(kai)公(gong)平公(gong)正。鼓勵企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)按(an)照國(guo)家職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)和行業(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)評價規(gui)范要求,大力開(kai)展職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)競(jing)賽(sai)(sai)、崗位(wei)練(lian)兵、技(ji)(ji)術比武等活(huo)動,并(bing)將競(jing)賽(sai)(sai)結果與(yu)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)等級(ji)(ji)認定相銜(xian)接。支持企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)參加各級(ji)(ji)各類(lei)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)競(jing)賽(sai)(sai),對(dui)(dui)在(zai)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)競(jing)賽(sai)(sai)中取得優異成績的(de)(de)人員,可按(an)規(gui)定晉(jin)升相應職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)等級(ji)(ji)。比如,對(dui)(dui)國(guo)家級(ji)(ji)一類(lei)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)競(jing)賽(sai)(sai)各職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(工(gong)種)決賽(sai)(sai)單人賽(sai)(sai)項獲前5名、雙(shuang)人賽(sai)(sai)項獲前3名、三人賽(sai)(sai)項獲前2名的(de)(de)選手,可直接晉(jin)升技(ji)(ji)師(shi)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)(zi)格或職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)等級(ji)(ji),已具(ju)有技(ji)(ji)師(shi)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)(zi)格或職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)等級(ji)(ji)的(de)(de),可晉(jin)升高級(ji)(ji)技(ji)(ji)師(shi)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)(zi)格或職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)等級(ji)(ji)。
六是貫(guan)通企(qi)業技(ji)能人才職(zhi)業發(fa)展。適應人(ren)(ren)才(cai)(cai)融(rong)合(he)發展趨勢,建立(li)(li)職(zhi)業(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)級認定與(yu)(yu)專業(ye)(ye)技(ji)(ji)(ji)術(shu)職(zhi)稱(cheng)評審貫(guan)通機制,破除(chu)身份(fen)、學歷、資歷等(deng)障(zhang)礙,搭建企業(ye)(ye)人(ren)(ren)才(cai)(cai)成長(chang)立(li)(li)交橋(qiao)。落實在工(gong)程(cheng)技(ji)(ji)(ji)術(shu)領(ling)域實現高(gao)技(ji)(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)與(yu)(yu)工(gong)程(cheng)技(ji)(ji)(ji)術(shu)人(ren)(ren)才(cai)(cai)職(zhi)業(ye)(ye)發展貫(guan)通的意見要求(qiu),逐步擴(kuo)大貫(guan)通領(ling)域,能(neng)擴(kuo)盡擴(kuo),能(neng)融(rong)盡融(rong)。目(mu)前,部分地區(qu)根據實際(ji)情況制定工(gong)程(cheng)技(ji)(ji)(ji)術(shu)領(ling)域高(gao)技(ji)(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)職(zhi)業(ye)(ye)(工(gong)種)與(yu)(yu)專業(ye)(ye)技(ji)(ji)(ji)術(shu)人(ren)(ren)才(cai)(cai)職(zhi)稱(cheng)專業(ye)(ye)對應參考目(mu)錄(lu),推(tui)動工(gong)程(cheng)技(ji)(ji)(ji)術(shu)領(ling)域實現高(gao)技(ji)(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)與(yu)(yu)工(gong)程(cheng)技(ji)(ji)(ji)術(shu)人(ren)(ren)才(cai)(cai)職(zhi)業(ye)(ye)發展貫(guan)通,促進(jin)兩類人(ren)(ren)才(cai)(cai)深度融(rong)合(he)。
為支持(chi)企(qi)(qi)(qi)業(ye)開展(zhan)(zhan)自主評(ping)(ping)價(jia)工(gong)作,《通知(zhi)》還提出,加強企(qi)(qi)(qi)業(ye)評(ping)(ping)價(jia)基礎能(neng)(neng)力建設,發揮已有(you)職業(ye)技能(neng)(neng)鑒(jian)定技術優勢和組織優勢,依托設在企(qi)(qi)(qi)業(ye)的職業(ye)技能(neng)(neng)鑒(jian)定所站、高技能(neng)(neng)人才(cai)培訓基地(di)和技能(neng)(neng)大師工(gong)作室(shi)等組織開展(zhan)(zhan)評(ping)(ping)價(jia)工(gong)作。鼓勵(li)備案企(qi)(qi)(qi)業(ye)申請為社會培訓評(ping)(ping)價(jia)組織,為其它中小企(qi)(qi)(qi)業(ye)和社會人員提供(gong)人才(cai)評(ping)(ping)價(jia)服務(wu)(wu)。深化(hua)產教(jiao)融(rong)合、企(qi)(qi)(qi)校(xiao)合作,支持(chi)企(qi)(qi)(qi)業(ye)為院(yuan)校(xiao)學生提供(gong)人才(cai)評(ping)(ping)價(jia)服務(wu)(wu),引導(dao)院(yuan)校(xiao)科(ke)學合理設置專業(ye)和課程。

答:一是加強組織領導。要牢(lao)固(gu)樹立為企(qi)業(ye)服(fu)務的意(yi)識,支持企(qi)業(ye)開展技能人(ren)才評(ping)價。健(jian)全工(gong)(gong)作機制,完善工(gong)(gong)作規程,指導(dao)企(qi)業(ye)制定工(gong)(gong)作方案,優化(hua)服(fu)務流程,簡化(hua)工(gong)(gong)作程序,采取上門服(fu)務、現場(chang)集中辦理、網上申報、告知(zhi)承諾、網絡核驗等(deng)方式,積極做好評(ping)價備案服(fu)務工(gong)(gong)作。加快(kuai)工(gong)(gong)作進度,定期調度工(gong)(gong)作進展情(qing)況,及時研究解決工(gong)(gong)作中出現的新(xin)情(qing)況新(xin)問題。
二(er)是(shi)強化質量督導。按照屬地原則,加強對本地區企(qi)業(ye)(ye)(ye)技能人(ren)才(cai)評(ping)(ping)價工作(zuo)質量(liang)督導(dao),建立評(ping)(ping)價質量(liang)信(xin)用(yong)評(ping)(ping)估(gu)(gu)機制,動態(tai)公布(bu)評(ping)(ping)估(gu)(gu)結果。建立信(xin)息互通、結果互認機制,企(qi)業(ye)(ye)(ye)所在(zai)地人(ren)力(li)資源(yuan)社會保(bao)障部(bu)門要加強與企(qi)業(ye)(ye)(ye)子(zi)公司所在(zai)地人(ren)力(li)資源(yuan)社會保(bao)障部(bu)門的溝通銜接。
三是做(zuo)好服務保障。人(ren)力資(zi)源(yuan)(yuan)(yuan)社(she)會(hui)保障(zhang)部門要加強信息(xi)化建設,向(xiang)(xiang)社(she)會(hui)提供證書信息(xi)查(cha)詢服務(wu)。企業按(an)規(gui)定(ding)頒發的(de)職(zhi)業技(ji)能(neng)等級證書,納(na)入(ru)各(ge)級人(ren)力資(zi)源(yuan)(yuan)(yuan)社(she)會(hui)保障(zhang)部門建設的(de)證書查(cha)詢系統(tong),向(xiang)(xiang)社(she)會(hui)公(gong)開。人(ren)力資(zi)源(yuan)(yuan)(yuan)社(she)會(hui)保障(zhang)部門要將(jiang)取得職(zhi)業技(ji)能(neng)等級證書的(de)人(ren)員納(na)入(ru)人(ren)才(cai)統(tong)計(ji)范圍,并按(an)規(gui)定(ding)落實相(xiang)應人(ren)才(cai)政(zheng)策。大力宣傳企業技(ji)能(neng)人(ren)才(cai)評(ping)價工作的(de)重要意義、主要舉措和(he)經驗成(cheng)效,營(ying)造關心、支持技(ji)能(neng)人(ren)才(cai)評(ping)價制度(du)改(gai)革和(he)技(ji)能(neng)人(ren)才(cai)成(cheng)長成(cheng)才(cai)的(de)良(liang)好社(she)會(hui)氛圍。
